IEP Advocate in Kannapolis, NC: Serving Cabarrus & Rowan County Families
Families in Kannapolis navigate one of two districts depending on where they live: Kannapolis City Schools or Rowan-Salisbury Schools. Wherever your child is enrolled, Mama Moore Advocacy brings expert IEP support to your table.
Two Districts, One Advocate
Kannapolis sits on the border of Cabarrus and Rowan counties, which creates an unusual situation for families: some children attend Kannapolis City Schools (KCS), an independent city district, while others are zoned for Rowan-Salisbury Schools (RSS) depending on their home address. Both districts operate under North Carolina’s Exceptional Children (EC) program, but their staffing, processes, and responsiveness can differ significantly.
Knowing which district serves your child, and understanding the specific staff, procedures, and norms of that district, matters when you’re fighting for services. Meghan Moore works with families in both Kannapolis City Schools and Rowan-Salisbury Schools, providing the same high standard of BCBA-led advocacy regardless of which side of the county line your child attends school.
Not sure which district? If you live in the city limits of Kannapolis, you’re likely in KCS. Addresses outside the city limits in Rowan County fall under RSS. Check your home address against district zoning maps, or call Meghan, she can help you figure it out before your first appointment.
About Kannapolis City Schools EC Program
Kannapolis City Schools is one of North Carolina’s smaller independent city school systems, serving approximately 5,000–6,000 students. As a city district, KCS operates separately from Cabarrus County Schools, with its own EC director, evaluation team, and IEP processes. Smaller districts sometimes have fewer internal resources for specialized evaluations, which can mean families are referred out for certain assessments, or sometimes not offered assessments they should be receiving.
Like all NC districts, KCS must complete initial evaluations within 90 calendar days of receiving signed parental consent. Annual IEP reviews must occur before the anniversary date. Learn more about the NC IEP process timeline and your rights as a parent.
About Rowan-Salisbury Schools EC Program
Rowan-Salisbury Schools serves over 19,000 students across Rowan County. RSS is a larger district with more infrastructure around special education, but size doesn’t always mean better outcomes for individual children. Families in the Kannapolis portions of Rowan County, including communities like China Grove, Landis, and the northwest RSS zone, can be far from the district’s central offices, making in-person advocacy particularly valuable.

Why BCBA Credentials Matter for Kannapolis Families
Meghan is a Board Certified Behavior Analyst (BCBA #1-13-13571) with a Master’s degree in Special Education. This dual credential, clinical behavior analysis plus special education law, means she can evaluate not just whether your child’s IEP is legally compliant, but whether the behavioral supports, interventions, and strategies in the plan are actually evidence-based.
For children with autism, ADHD, behavior-related IEP components, or Functional Behavior Assessments on file, having an advocate who can read those documents with clinical eyes is something most families don’t realize they need until it makes the difference.
Signs It’s Time to Call an Advocate
Kannapolis families often reach out after:
- An IEP meeting where they felt rushed, dismissed, or outnumbered
- An evaluation that came back with a surprise “not eligible” determination
- Months of stalled progress despite services being on paper
- A school suggesting their child move to a more restrictive placement
- Behavior escalation that the school attributes to the child rather than examining the environment
If any of these situations sounds familiar, a consultation with Meghan can help you understand your options and decide on the right next step. Learn more about your rights under NC’s Exceptional Children program.
